Yes. When you're driving out-of-state on a learner's permit, you're subject to the laws both of the state you're driving in and the state which issued your permit. Now South Carolina, on the other hand, does not honor out-of-state learner's permits.

Most of them. The ones you can't drive in would be D.C., South Carolina, Pennsylvania, New Hampshire, Arizona, and Hawaii. Additionally, you wouldn't be able to drive within the Five Boroughs of New York City.

The rules are different for each state. In both Utah and Idaho the answer is yes. You must follow the restrictions of the permit and the rules of the state where you are driving.
