You can eat prior to taking valium and be safe... but what I think you really mean is will the high be less intense if you eat before taking it. That is a logical yes, any drug will be less effective if you eat before taking it as it gets mixed in along with the food taking longer to digest and longer to absorb; lessening the dose at any given time.
