How do you know what number you are interested in ? How is it specified ?

If the number is written down as a decimal, it must have a finite number of digits. This would make it a rational number.

If it is written down as a fraction, that also is rational.

If the number is specified as a procedure, that may or may not be rational. You make the determination using your head for logical thought - something calculators can't do.

So, the short answer to your question is : no, except for a few very special cases, most of which are susceptible to logical analysis anyway.
