No, for a single phase 120/240 volt service, a 200 amp meter is the maximum for that type of service. With two 200 amp loads from the one meter there is the possibility of drawing above the total the meter will handle. Any service size over 200 amps has to use current Transformers (CT's) and if the voltage is over 240 volts, potential transformers (PT's).
It can be done with primary metering but it has to be on a private High Voltage line. 50KVA transformers can be added to the primary line, each with an output of 200 amps. One of the draw backs is that excitation amperage of the transformers is also monitored by the primary metering. This is also added into the total cost of power used.
In the U.S. there is a meter available to build a 400 amp single phase service and use 2- 200 amp main breaker panels in paralell. The meter sockets have paralell lugs for all conductors. I have built several services this size and just recently installed a stand-by generator on one.

When I went to a 100 amp service I could not find a 100 amp. breaker in stock. I used a 60 amp. breaker and have never blown it. The 200 amp you are using can handle up to 200 amps, but if you use a smaller breaker it will only handle up to that amperage. The 200 amp is usally the total amperage of all the breakers comming out of the box. You will probably never come anywhere near using 200 amps at one time.
