No you cant, not even in theJapanese final mix version , an example of someone who is or13 but cannot be fought in kh2 is maruxla (uses a rose scythe main boss of kingdom hearts chain of memories (sora's story).

∙ 12y agoIf you own kingdom hearts 2 final mix then there is a room where you can fight data battles of all members ( execpt Xion) data battles are buffed up organizaion battles but each battle you beat that is data you get a prize.

Why isn't the organization in your Kingdom Hearts 1 game?
That's because in Kingdom Hearts 1 when Sora turns the keyblade on himself he turns into a heartless and that created Roxas as Sora's Nobody. Roxas became a part of the Organization of Nobodies Organization VIII and that's what brought the organization into Kingdom Hearts at all. But it was at the End of Kingdom Hearts so they put the organization in Kingdom Hearts Chain of Memories and Kingdom Hearts 2.
