There are several factors involved when it comes to retaining a student. Age of the student is one factor. If you are too old it is not likely you will be kept in 8th grade. I had a student in 5th grade turn 13 while he was in my class so he would have been 16 in 8th grade. He would not be retained. Another factor is if there is a learning problem/and/or behavior problem. Generally, a student that is in this situation all ready has an IEP and getting special help. If this is part of the reason a student is failing it is less likely he/she will be retained. The number of days missed is also counted. Miss too many can a school can retain you. This is not done by one teacher, but a committee and your parents also have an say in the decision. In my 30 years of teaching I have requested 2 students be retained and a parent wanted their daughter retained in my 8th grade. You need to ask yourself should you go on ? With that many "F's" you don't have the foundation for 9th grade work. In my area 9th grade is high school and if you get that many "F's" next year you will be required to repeat the classes. High school classes are based on units and you will need a set required number of units to graduate. You don't have them you don't walk the line. If you were in my 8th grade I would tell you it is time to "grow up and get to work. Baby time is over."
