It may not be able to be garnished by creditors, however - if you owe a court ordered obligation, yes - it can be attached for that.

From what I have seen, YES. My neighbor is having all of his unemployment garnished at the moment, he has 3 kids, and now has 0 income.

As a garnishment, by definition, normally means to have the money taken from your paycheck, and unemployed people don't have paychecks...it would seem impossible.
