No as soon as you turn 17 you can ride a 125cc as long as it is still restricted. I did this myself when I turned 17.

Hey there ... I'm stuck, I was sure that you could drive a 125cc in Scotland of you had taken your CBT and had L plates on the bike, no passengers and not allowed on motorways. Then somebody told me that you could have a 125cc but have it restricted to a 50cc until you turn 17. Then I got told that I could only get a 50cc and now I'm really disappointed as I just got an aprillia RS125 and I don't know if I can drive it on the road or not. I need help? Anyone? The legal age in the UK (Cornwall) for riding a 50cc moped is 16, riding a 125cc is 17, however at 17 you can take your full bike license, and ride a more powerful bike but it must be restricted.

In my jurisdiction, a 50cc. scooter is not capable of speeds in excess of 50 MPH, therefore you don't need a motorcycle endorsment on your driver's license. A 125cc. "scooter" is legally a motorcycle, and there are 125cc. bikes that are capable of speeds in excess of 100 MPH. There are also 50cc. scooters that will exceed 55 MPH and then some, but don't tell anybody...

Most states consider anything with an engine over 50cc to be a motorcycle. A 125cc scooter will probably have to be registered and licensed as a motorcycle, and the qualifications for the drivers licese will be the same as for larger motorcycles.
