Yes, but it can't be the parents..it will tell you "YOU CAN'T ADOPT! IT SAYS YOU'VE HAD A CHILD TAKEN AWAY BEFORE! WE WON'T PUT A CHILD IN YOUR CARE!" or something like that. You have to move someone else in and have them call...but like call how many children like, if someone has a toddler and a child... they call two times selecting child and toddler each time sooooo yah...basically.
