You cannot get a dwarven crossbow UNLESS you are on a PC using the DEVELOPERS CONSOLE. The command for dwarven can be found when you type:
help "dwarven crossbow"
It will bring up the ID, then just type
player.additem ITEM ID 1
replace the item ID with the numbers and letters the console gives. An enhanced dwarven crossbow is better (ignores 50% or armor)
