Whether you could get an FOID card or not is a bit irrelevant - one would be inclined to say that you cannot, but, then again, if you do a Google search for "baby bubba gets a gun licence", you'll find a story about a ten year-old who was able to get an FOID. However, whether or not you get an FOID, you still can't buy a firearm - under federal law, a convicted felon may not purchase, possess, or have access to firearms. Felonies are not like traffic tickets - they don't go away after a period of time.

Can you get an Illinois foid card if convicted of felony DUI driving while your license revoked?

Yes, unless it was a felony. If the DUI did not cause an accident, it's not even a misdemeanor. A felony DUI would mean you killed someone while drunk driving, and they charged you with a felony. Get a FOID application, and read it. I had a Florida DUI, and I have a FOID card.
