NO! I helped a friend through this very same process. The only way he was able to get the passport was to pay back child support. You will need to resolve this issue before they will issue your passport
If a person owes more that $2,500 in child support a United States passport cannot be issued. If arrangements are made to the pay the arrears, a passport may be issued.

Yes you can. They don't do a credit check when you apply for a passport.
If the past-due amount exceeds the current threshold, no.
as long as you are paying...yes!
You can be denied a passport if you owe past-due child support above the threshold.
I don't see why not.
If the balance exceeds the appropriate threshold ($2,500, I think), you will not be able to get a passport.
yes, but why are you in arrears? see link
You will be fined or jailed if you are caught driving when you owe child support.
what if your done with current child support but still owe interest for back support.
You can still remarry but you will still owe the child support arrears.
There are limitations on US passports if you owe any child support.
You still owe the back support. Once the child reaches the age of majority (as defined by the support order) there will be no continuing obligation.
No. If you owe child support enrolling in college will not make the child support go away. You need to request a modification of the child support order. probably
no
Yes.
Child support accrues from the moment the support order is issued, not from the birth of the child.
NOT if you owe back support. It doesn't matter how old the child is or whether or not she has children IF you owe back support you MUST pay it
