Travelling from New Jersey to Rhode Island involves crossing the Hudson River. Besides the Holland Tunnel, there is also the Lincoln Tunnel and George Washington Bridge. They all lead into Manhattan and may involve New York City traffic. Better still would be to head further north to the New York State Thruway Tappan Zee Bridge or the I-84 Newburgh-Beacon Bridge.
