Yes! The umbilical cord is attached to the fetus internally, not externally. The abdominal wall then forms around the umbilicus. Though all fetuses have umbilical cords not all have belly buttons as newborns. When the umbilical cord is cut in a normally developed newborn, a belly button is created. The belly button is just the outward remnant of the umbilical cord in a normally developed newborn. However, if the abdominal wall fails to close around the umbilical cord, it is entirely possible to be born without a belly button. I was born with a hole in my abdomen and my external organs on the outside of my body. The surgeons put the organs back inside and stitched me up. I assure you, I have no belly button and never have!
Some people lose their bellybuttons later in life through surgery b/c of accidents or sickness.

∙ 15y agono you can't have to belly buttons.you are connected to your mother in the womb by one tube.the unbilical cord. others believe that if you have twins and one dies it is likely that when the child is taken out then the umbilcal cord could attach to the other child...

The bellybutton is the scar from where the umbilical cord left the body.
If the abdominal wall hadn't closed around the umbilical cord, the cord wouldn't leave a bellybutton scar. There'd probably be a surgical scar where the hole was closed up instead.
