You can install a hacked tiny version of Windows 7 on a Dell Inspiron 2500.
But unless you have 512mb of memory, you won't be able to run a single thing without having to wait an extreme amount of time. Even with 512MB (which is the maximum, if you believe the manual provided by Dell) it won't be pretty.
You can install it, however windows 7 needs at least 1.5gb ram to run correctly. I am currently using a dell optiplex gx270 3.0 ghz P4, 3.5gb ram, nvidia gforce 6200 graphics card and windows 7 ultimate and it works perfectly.

It depends on which O/S you feel the most comfortable with. However, be careful, some software you already have and want to put on your new computer when the O/S is installed may not work if you install Windows 7. However, having tested both at great length, i would choose Windows 7, as this in my view has better performance stats over XP. I would recommend a decent processor and decent amount of RAM in your machine before installing Windows 7. I minimum of 2GB RAM and possibly a duel core processor.

Fortuantely, worrying about having all the drivers installed is no longer a huge problem for Windows users -- simply install Windows 7 or 8, run Windows Update afterwards and everything should work as expected. if you are having problems i would contact the steam support forums but it installed fine on my Win7 64bit Machine , just go on steam and purchase it and install.
