If the bees have bored into the ground, pour borax into the hole to kill the bees. The bees that survive the initial application of borax will get the dust on themselves and bring it to their nest, spreading it to other bees who will eventually die.

How do you get rid of ground bees in an above ground planter?

If you don't want to kill the bees, just persuade them to go elsewhere, there are products that beekeepers use to clear bees from the honey frames before taking them. They are harmless to the bee (and humans) but the bees find them unpleasant and/or irritating. I don't want to advertise any particular product so I suggest you do an internet search for 'bee clearing'.
