If you have the Supernatural expansion, yes. A new sim can be made a witch right on, some premade sims are witches in Moonlight Falls. Another method is Alchemy Elixir that can be made with high skill in Alchemy or with luck, bought from the Alchemy shop.

∙ 12y agonot possible unless u dress them differently by opening the cheat space (ctrl+shift+c) and enter EDIT_CHAR but then they wouldn't be a witch they'd just be a weirdo dressing up in a witches costume and i don't think witches costumes even exist. Oh! unless u mean can they do magic then no but they can play with either the stuff that is meant for kids or the stuff you don't need to be an adult to use.
BUT TO ANSWER THE ULTIMATE QUESTION: Can they cast spells? NO. So Sorry.

You can't get witches on The Sims 2 open for business. You need to have The Sims 2 Apartment Life. If you have that, you must go to a public lot, and just wait for a witch to arrive on her/his broom (they arrive by the mailbox-place). If you want your Sim to become a witch, you must become friends with the witch. Then, when you two are good friends, you can ask her/him to learn about witchcraft (or something similar). And there you go, a witch :)
