Bettas and African dwarf frogs do well together, but make sure your tank is large enough (at least 2.5 gallons) and there are plenty of hiding spots for the frog. Also, watch them when you feed to make sure that the betta isn't eating the frog's food, and be extra careful that you keep the water clean as frogs breathe through their skin.
(For the record, ADF are not the only thing you can house with bettas. They are also fine with mystery snails and gentle community fish that do not have long colorful tails (ie a female guppy or maybe a molly). Female bettas are good with each other and pretty much any gentle tropical fish.
The African dwarf frog can indeed live with fish in a five gallon aquarium. BUT BEWARE!!! dwarf frogs may eat your fish small enough to fit in it's mouth. so i recommend Platy and live-bearers as companions.

However, great care must be taken to ensure that both the betta and the frogs are appropriately fed. Also, some bettas will bully the frogs and are not appropriate tankmates. If you do want to attempt a betta/frogs setup, make sure your frogs are African Dwarf Frogs and not African Clawed Frogs; the much larger and more aggressive African Clawed Frog will probably eat your betta.

The only thing that you can put in a tank that small is a betta fish or african dwarf frog. Tropical fish do better in a tank that is ten gallons or more. If the tank has a filter and heater you could put one guppy into it but that would be all and I doubt it has a filter and a heater.
