They are under the list of undesirable species under 4VAC15-30-40. So unless you have a permit for one, then no- you can not legally own one.

The answer to this is yes.

But not in all states. Some states you have to require a permit, while in others potentially dangerous animals are illegal.

To further find more information, you'll need to be a bit more specific. Also, Fennec foxes are a little touchy. They're not exactly true fox, more of their own sort of species. It's a little confusing, and would take more effort in research! :)
