it is true that it doesn't matter, but when it comes to the price of an electric and accoustic guitar depends on the brand, I've seen some accoustic guitars that are more than an electric guitar(Silvertone) that comes with the amplifier, picks, tuner, strings, and DVD. So really, when you get a guitar, choose the one that you like best and then find the best brand (like silvertone). Nope. It really doesn't matter. I think the reason most people seem to play acoustic first though is because of the cost. You won't have to go out and buy the guitar, and amp, and cables etc.. if you just get an acoustic.

I don't play the electric bass, bt I imagine you tune it just like an electric guitar. Get a tuner, then use an amp cord to plug it into the tuner. Then just tune it.
