Yes, but not directly by default. You'll need to use something Wine based to accomplish running MS Windows software on Mac OS X. Wine is an open source project and it gets better all the time, but its not perfect, so not everything can run, or run 100% correct... but many things, even games run fine. Wine itself is difficult to set up and use on a Mac because you have to compile the source code yourself and usage is all command line... but there are some Mac programs that use Wine to make this easy for people. A common program to use to do this is Crossover, which is not free. Wineskin is another choice that is free to use that focuses on making a Windows app look and work like a Mac app, even movable from computer to computer.

You can also use Virtual machine software to actually install Windows in a virtual computer running on top of Mac OS X, but that has a lot more overhead and isn't very good for games.

You can of course use Bootcamp to install Windows directly on your Mac to run programs, but that isn't really running programs in Mac OS X because it just turns your Mac into a normal PC, and while booted into Windows you have no access to Mac OS X.
