I just finished doing it. I rented a sandblaster from a rental store with the air compressor. It put out a bunch of air at 180 PSI. It ran $130 a day and took two days. I have a 20' x 44' pool. I used 4500 lbs of sand which I sifted and reused what I could. Total cost was around $600 to do it by myself. It was lot of work, but it did remove all of the paint. There were 8 layers of paint, various type. Epoxy, rubber and latex which is why I had to sandblast. It isn't difficult to use, but very slow work.
sandblast and paint or weld in new sheetmetal then paint
What size hose do you use to sandblast
I imagine you are considering these finishes for the texture and the cost? I would recommend the 3M ColorQuartz at 85% blend, and chipout is really best for resurfacing your pool. The more of the older interior you remove the better chances you will have no issues from your previous interior finish.

I use a small sandblaster with glass beads. Wear cotton gloves while blasting. It keeps body oil from contaminating the metal and besides---if you happen to sandblast your fingers it doesn't hurt quite as bad.
