I have a friend who used to live in an apartment on the 22nd floor near Toronto's High Park. On a clear day, with a decent pair of binoculars, he was able to see the top of a smokestack that is in Rochester.

That is completely untrue for many reasons, firstly, the curvature of the Earth will prevent you from seeing any part of rochester from toronto, smokestacks included. Now, I live in rochester and there is a certain condition that rarely happens where you theoretically could see rochester. But, this condition happens only once every couple of years and is VERY rare.

I can see it too from my 5th floor office. I wondered what it was , however I think the closer stack (and yes you can see a stack from NY state) is THE Kintigh Generating Station its a coal power generating plant and they typically have high stacks.
