The moon is definitely above cloud level, so, if you are below the clouds and they are thick enough, you can not see it.
You might see very thin clouds illuminated by the moonlight, though.
Also if you are above cloud level (on a mountain top or a plane) , you will be able to see the full moon, even if it is cloudy (below).
