Basically, rolling back an odo to get a better price for the car, make it appear less used - is illegal, a crime.
Obviously, it's still possible to do illegal things, but it isn't honest, and if you are caught doing it, you may get punished.
The way to do it legally, it to tell the buyer that the odo setting isn't right, and provide the best possible estimate of what it ought to be. If the buyer is OK with that, it's his call.
