Both Costco and Canadian Tire sell shop vacs, depending on where you live. I would check those locations, and check out flyers for sales. You might also be able to find a used shop vac on Kijiji or Craig's List.

Typically a shop will have a supplement on the repairs and the cost will be more than the original check. At that point the shop and ins company begin communicating the difference and the ins company will pay shop direct for the additional charges.
That depends on the insurance company. Some will send you a check, and others will only pay the shop.
