While antibiotics are often used in combination, this would be an unlikely mix. An antibiotic is typically combined with another of a different family to take advantage of the different spectrum of each (type of bacteria killed). Amoxicillin and Keflex are very similar. An infectious disease specialist may recommend this combination in a rare circumstance, but generally these would be one or the other.

Yes. I went to my PCP yesterday to address an infection. He prescribed both antibiotics to me to be taken together, twice daily. He put me on 875mg of Augmentin and 500mg of Cipro for each dosage. They are pretty hardcore antibiotics and should wipe out anything you are experiencing. However, being on these together can make you feel yucky before you feel better. They can sometimes be harsh on the stomach in causing some diarrhea or nausea, but not necessarily for every patient. In short, it is safe if prescribed in the correct dosage by your physician.
