TALK is not the verb to use in this sentence. And, the words really do make a question rather than a statement. I think you want to say,
Can you TELL him who THIS IS? You want someone ("him") to tell to tell "him" who it is that is speaking/calling/talking.
This would be better: Will you ASK him who is calling?
(Why don't YOU ask him yourself? "Who is this?", you want to know.)
The future tense of "talk" is "will talk" or "going to talk."
