Not to my knowledge. I have never seen this done by any legitimate institution of higher education. There are colleges and universities that will accept C.L.E.P, Advanced Placement scores, life experience, as well as in-house testing particular to some courses. However, there is always a number of credits that must be taken in residence.

Even if such a graduate could pass enough CLEP tests; and, even if such a student could somehow prove they could cite credible sources in the context of a not more than 10 page paper, let;s determine and create such a test which financially compensates any such educational institution for its risk of credibility.

Further let's develop a CLEP for undergraduate paper writing such that each graduate may submit on their (meaning his,her, their, other's own timeline).
