In order to trade between Cartridges, you need:
One Cartridge of Each Game
Two Gameboy Colors, Gameboy Advances or GBA Sp's (GBA SP's and GBA's can trade between each other)
A trade link cable.
You connect the two systems with the cable while both games are running and talk to the Pokemon center aides. Note that you can't trade from Red to any of the GEN II games without first reaching Ecruteak City and collecting all the badges up to that point. You cannot trade any new Pokemon or old Pokemon with new moves to Pokemon Red. You can, however, trade MissingNo to Pokemon Silver or Gold (*NOT* the best idea).
If you are doing it on a computer using ROMS, the process becomes complicated. You need:
Two Roms, one for each game
TGB Dual
Patience and a Good Computer
Download TGB Dual and wrestle with the savestate issue (loading your saves from VBA into TGB is very much a pain and takes about 30 minutes to figure out). Once you have your saves, you run both games at once and trade on your computer between the two. On slower computers, this will lag to hell, but I had no issues.
