I assume you mean an unpublished telephone number. Why should you? Perhaps the owner of the unpublished number wants to keep it private. Why would you need to figure out the owner? Anyway, you might call and ask. As part of a criminal investigation, you might get a court order (the telephone company would probably have the information about the owner, but does not include it in the telephone directory, per request of the owner.

Yes, in the UK you can keep your phone number. The process is called number porting. You need to call your current network (Vodafone) and ask for a PAC number. Once you have your PAC number, contact O2 who will then set a date to transfer your number (usually about 7 days from the date you call them). Please Note: Your PAC number will be valid for 30 days, if you don't transfer your phone number to another network within 30 days then your PAC will expire and you will need to obtain a new one. There is usually no charge for transferring a number. You cannot transfer a number if it has been disconnected or is still in a minimum term pay monthly contract. Once you have transferred your number, the old sim/line will be disconnected (if you are on pay as you go then make sure you use up all your credit as it will not be carried over to your new network).
