Yes, provided the laptop and Play Station Portable can communicate with a common network protocol and the laptop has a means to communicate with a local or foreign network.
That said, these criteria alone do not necessarily mean the laptop has the necessary software to support packet routing/forwarding and/or the ability to resolve network names, only that such communication is possible given the above criteria. If using Linux (or another open source Unix like operating system) on the laptop, it may be much easier to configure the laptop as a network router for a PSP or any other networked device. [JMH]
For a GBA?! No way in hell, it doesn't even fit
No
yes it can, but you have to have a wireless router for PSP. And a wireless router and a Wireless adapter, or at least a really long ethernet cable for XBOX 360
you can only use wireless adapter on GBA devices,
You can use router of G or N type and the same type wireless adapter. Of course you can use wireless N adapter with G-type router and reverse.

yes, emerald is combatible with the wireless adapter... but it is not compatible with the built in wireless in the Nintendo DS

It's not about computer, it's about which wireless adapter you are going to use. If you want take advantage of Wireless-N, you have to have a wireless adapter N.
