Why not? Light blue shirt will really get along well with navy blue pants and even other light colors like pastel green, baby pink, light cream or subdued yellow etc etc will go along with navy blue pants.
Yes, but be sure that the shoes are a close-matching brown to offset the sweater. If you have a pair of loafers, wear those with the outfit. Navy slacks are fine, but the darker the pants, the better (black slacks would look best). Also, make sure any metals such as belt buckles are silver as gold will most likely clash with the browns. A Brown belt should work fine with this outfit, as well.
And don't forget! Give yourself a gander in the mirror so you can see what others see. If you think that any part of the outfit doesn't look right at first glance, then you're probably right :)
That depends on your body type and what features you have; brown eyes would look nice, grey eyes not so much.
