No- Only certain types of accounts allow ATM withdrawals. Typically checking accounts do and savings accounts do not . Moreover , the bank in which you hold your account and the bank or banking group which supports the ATM must have an agreement which will let it accept your ATM card.

Your bank will tell you which accounts allow ATM withdrawals and where to find ATM's that will accept your card.
