Yes, you can write to a marine in boot camp. You can send one or two small/wallet sized pictures. If you're a friend trying to contact the recruit ask his/her family for his/her address, which should include his/her platoon number.

A lot will depend on the MOS and the reason or reasons for your failure. You finished boot camp and you are a Marine. The Corps will find a task for you that you will be able to accomplish and that will serve your Country.
