could be vent hole in gas cap is plugged,but more likely is carb is clogged.gas with ethanol tends to return to starch stage and plugs carb . so open carb, clean with carb cleaner
If by "overloading" you mean flooding (too much fuel), two reasons are (1) the carburetor needle valve is "wide open" or the float is stuck in the open position.

This This sounds like a carbureture problem. There is dirt in the carb causing the float to stay open and flood the carb with gas. This is a dangerous situation and the mower should not be started when this is happening. IF you are handy with tools and know something about carbs you can fix this yourself. The choke on a lawn mower engine carburetor is used to ease starting when the engine is cold. It closes a valve inside the carb, restricting airflow, but keeps the throttle open so fuel is unrestricted. This excess of fuel (rich mixture) increases the volatility of the cylinder charge.
Is it a Craftsman? I have two of them and they are doing the very same thing. The carb is somehow allowing the gas to leak into the oil. When you start it up... does is smoke a lot? I fixed the issue by putting a on off valve in the gas line. Open it up when you are using the mower and turn it off when not in use. Problem was solved. However do check the oil occasionally
If carb, the float valve is stuck open. Take air horn off carb and check.
Most likely the cable running from the peddle to the carb is seized or possibly the carb is just stuck open. Easy way to find out is to remove the intake hose from the carb and see if the gate is open or closed. Open is full throttle. Troubleshoot from there.
