Usually if this pump makes noises it means that it could be low on fluid or the bearings are worn and needs to be replaced.
I would say that there is a miswiring of the blinkers.
Contact ring to brush surface worn. Brush cocked in an angle and spring rubbing contact ring. CAUTION: Don't forget to disconnect the battery if you pan on messing with it...air bag could ruin your day.

If your horn and airbag aren't working, chances are that your cruise is not working either. I have a 97 Town and Country and had the same problem. There was a factory recall on the clockspring in the steering wheel/column. The clockspring is what connects the electronics in the steering wheel to the rest of the electrical system. Go to www.chrysler.com and click where it says "recalls". Put in the last * of your VIN number and it will tell you if the work has been done. If not, call a Chrysler dealer service department and tell them about it. They'll probably ask you for the last 8 of your VIN to verify for themselves and then set you up with a time to come in and have it fixed at no charge to you.
Common causes include low coolant, inoperative radiator fan, radiator restriction.
