It depends on the parents and the family situation. If the child is doing well and doesn't need one, then it's best to get one as late as possible. Once you hand a child a device they will be addicted to it and will most likely become closer to it than they are to things they enjoyed before.

Well , to me , kids 10 and up should have cell phone because , by the time they are 10 , they should bein middle school , and also , kids 10 and up only give there cell phone numbers tofamily and friends .
