your lower control arm bushings need replacing. replace the sway bar links when you do the control arms

I'll assume you are referring to the section below the steering column. A section of the dash?? If so, it just pulls straight out. It is held on with clips.

There is an idle adjustment at the carb. Look where the accelerator pulls the butterfly stop and you will see an adjustment screw.
The z24 model came with a 2.4L DOHC engine and uses a Air/Oil separator(no maintenance required)and does not have a PCV. The 2.2L OHV engine comes in the base model Cavalier and its on the top center of the valve cover at the back of the motor. There is a 1/2' black rubber hose going from the pcv under the plenum. It just pulls out. no tools required to replace it.
