I have a 05 Tacoma, and the fuse location should be the same. There is a 15 amp mini fuse located behind the change holder inside the cab. The change holder is located on the lower left panel of the dash. Open it and lift upward to get it to pop out. On the back of the change holder there is also a diagram. I believe the fuse is labeled as "Power Outlet".

If it exists, it should be in the fuse box under the hood (next to driver's side by the windshield). There should be a diagram on the fusebox cover to show you which one it is exactly.
