Florence was one of the influential cities when talking about art. That was where the Medici family was, so there was a lot of art and sculpting going on.

There's cities, organized governments, art, religion, class divisions, and a writing system. There is 6 not 5.
1. Permanence -have an established base/area (towns or cities) -last over time 2. Organization -have a system of law,government,and writing 3. Economy -have specialized tradespeople and a system of trade (exchange of goods and services) *byproducts of these elements include social structure,religion,art,and architecture

Governments are usually located in cities because government needs a work force and a central location.
The approval for new cities and funds lay with the federal government in regards to development of whole country. However; provincial governments are responsible for creation of cities.
There are roughly 19.5 thousand municipal governments, or "cities" in the USA.
