A faulty or clogged egr valve can cause an engine to run rough. If stuck or clogged the valve can be cleaned after removal with carburetor cleaner.
geo metro had a problem with the egr valve going bad causing the # 3 exhaust valve to burn, which could cause a lack of power in the engine performance. if this exhaust valve was burnt due to a faulty egr valve the new egr valve could have gotten clogged again causing a check engine light to reappear.

A bad EGR valve should not cause the engine to not start. There is most likely another problem that is causing the engine to not start.
If the valve timing is correct and there are no damaged engine parts (or weak/faulty valve springs) that should not happen, yet however if the engine is "over-revved" the valves could "float" which is not normal operation. (If the engine is an interference engine there may possibly be engine damage.) That is normal and it is called valve overlap.
