Poseidon (Neptune) ruled the sea. He was the progenitor of the mer-folk but was not one himself. The mer-folk have a certain degree of power over the creatures and elements of the sea but these powers are in no way complete nor encompassing. Groups and individuals have some measure of some kinds of control, others have practically nothing at all.
