It will never be raised because it would fall apart. It will be left at the bottom of the Atlantic but it won't be there long because a bacteria that eats iron is now on it and it may be just a stain on the ocean floor by 2035.
Given the probable state of the ship, and the difficulties in working on that depth would make immensely expensive to raise the Titanic, and there'd be no realistic way of getting that money back.
No. Small pieces can and have been raised but any larger sections would break apart if anything attempted to lift them. The depth of the wreck also makes salvaging anything difficult.
