I do not know of any spray that will help thin out mucous. The only sprays that are available over the counter are meant to numb a sore throat. The best thing you can do is drink copious amounts of water. This will help thin out the phlegm that may feel "gloppy" in the back of your throat. If this mucous is due to a cough (i.e. coming from the chest), it is important that you allow your body to "cough it out." This is the only way you are going to get it out of your lungs.

If the phlegm that you have in the back of your throat is due to a post nasal drip, you might consider using a first generation anti-histamine such as Benadryl. This will dry out whatever is in your nasal passage so that it won't drip down the back of your throat. Keep in mind that Benadryl can make you sleepy and dehydrated. If you chose to use it, don't drink, drive, etc while taking it; also keep up the copious amounts of water. The non-sedating anti-histamines such as Claritin do not do a good job in drying you up. Finally, make sure that you are able to take Benadryl. It is not appropriate for everyone (i.e. if you have BPH..), so run it by the pharmacist or your doctor before using it.

Lemon does, as does honey (just looked it up because my son's got a phlegmy cough at the moment). Drinking plenty of fluids is also important to keep the phlegm loose and able to be coughed up. See the related link section below for more information.

There is also a drug in many cough medicines that helps you to loosen and expectorate phlegm, it is called guaifenesin. It is in Robitussin and generic equivalents of that cough medicine. It is also an active ingredient in Mucinex. Guaifenesin is very effective for this. Talk to your pharmacist for more information on brands, doseage, and use in children.

The yellow phlegm is a sign of infection. The only cure is to treat the infection be it viral or bacterial. It's a good sign to be coughing up phlegm, for its the body's defense against infection. Look at the phlegm periodically for pink or red tinges, which indicates blood and should be seen by a doctor.
