I assume developmental means growing, or adding to what skills an individual has, and remedial means correcting the problematic skills an individual has.
Developmental reading skills are necessary for a student to progress from a non-reader to a reader--these are things such as gross and fine motor movement, identification of letters, being able to hear and recognize a sequence of sounds on the way to understanding words. Remedial teaching would address the discrepancy gap between what the student can do and what is expected.
