Every lunar month when the moon appears as a crescent on the first day, to eventually become a full moon, that crescent, that thin almost invisible first day of the moon is called a "new moon".
Waxing. This term is used to describe the phase of the moon when it appears to be growing larger in the sky as it transitions from a new moon to a full moon.

The term used to describe the decrease in the visible portion of the moon is "waning." This occurs as the moon transitions from a full moon to a new moon phase.

because there is a new moon in new moon
I would've thought it was because Jacob is a werewolf, i dont know its just a suggestion, you know like werewolfs are supposed to turn on new moons "New Moon" is actually called this because in "Twilight" Bella describes Edward as her "own personal moon" However, in New Moon Edward leaves and Bella strieks up a relationship (of sorts) with Jacob. She then goes on to describe Jacob as "Her personal sun" Hence "New Moon" Jacob is taking Edwards place.
The moon is Earth's natural satellite, about 1/6th the size of Earth. It lacks atmosphere and water, appearing grey because it reflects sunlight. It has phases as it orbits Earth, from new moon to full moon.
The new moon is one of the four main phases of the Moon. The phases of the Moon describe the position of the Moon in its orbit around the Earth. The new Moon occurs when the Moon is between the Earth and the Sun. It is when nights are the darkest as the Moon cannot be seen for most of the night since it is obscured by the Earth. The opposite of the new Moon is the full Moon which occurs when the Earth is between the Moon and the Sun. The moon is its brightest when it's full and it shines all night.
