Cecil did not plan the gun powder plot because The King's excessive kindness has ended in this, that Catholic priests go openly about thecountry saying Mass. This gives great offence to others. We cannot hope for goodgovernment while we have a large number of people who obey foreign rulers as theCatholics do. The priests preach that Catholics must kill the King to help their religion.so he didnt plan it the protestant minister planned the gun powder plot to make catholics look bad.
