Yes, according to the prophecy of his ministry and suffering in Isaiah Ch. 50. Here, in v. 6, Jesus yielded to those who scourged him and to them who plucked off the hair from the cheeks. The Mosaic Law prohibited the cutting off of the sideburns and the 'extremity of the beard' (Leviticus 19:27+21:5) and Jesus, who carefully followed and fulfilled this law, would have kept it faithfully(Galatians 4:4 / Matthew 5:17)
The Bible only mentions his beard being ripped off, so he obviously had one. When? Any time from puberty onwards- the same as anybody else.
