"Stay in the rocket" is kind of ambiguous, since in the stage of the mission where Collins was separated from Armstrong and Aldrin both pieces of the spacecraft had rockets attached to them.
To be perfectly clear, what happened was that Collins remained in the command module in orbit around the Moon while Armstrong and Aldrin entered the lunar module and descended to the surface. Armstrong and Aldrin then later took off (using the rockets in the lunar module) and re-docked the lunar module to the command module for the return trip to Earth.
